Smallpdf's documented workflow

Smallpdf's current PDF-to-Word page states that its converter can be tried without account creation and lists PDF, DOC, XLS, PPT, PNG and JPG as supported inputs around its PDF-to-Word workflow. Smallpdf also publishes separate guidance for scanned PDFs and OCR.

FreePDF Tools' documented workflow

FreePDF Tools is built around supported browser-local processing. PDF to Word reads selectable PDF text in the browser, OCR processes scanned pages locally, and Word/document conversion runs in the browser for the supported formats.

OCR is a meaningful difference to check

Smallpdf's May 2026 PDF-to-DOCX article explains that scanned PDFs can use OCR and notes OCR as a Pro feature. FreePDF Tools exposes OCR as a dedicated browser-local workflow and can create DOCX or TXT output.

Choose based on the workflow

A user who needs a mature ecosystem, mobile app or broad hosted integrations may care about capabilities beyond a small local-first tool. A user who wants the source document to remain inside the browser for a supported conversion may prefer a local-processing model.
